I think this allegory can be a representation of the human body cosmologically. All 14 bhuvana's relate to the 14 chakras: 7 chakras starting from the muladhara & going upwards (representing svaraloka), and then the 7 chakras starting from our thighs and going to the soles of our feet (denoting the patala loka's); representing differing phases of consciousness. Hari pinching Bhrigu's eye at the foot could pose as a metaphor of God emancipating consciousness from ignorance at it's lowest state.
