She basically stole some of her future
Plus she’s not even her actual mom, she’s the stepmom. And yes step parents are still parents but it’s not the same, both mom and dad were still in the picture and I’m sure both of them have been putting money into the college fund. As a step parent you don’t get to make those kinds of decisions especially without consulting the other parents involved. She needs to give whatever money she took out back.
