Nope, it's two different actors. Marcio Moreno in the English dub and Mario García in the Spanish dub. Apparently, Moreno is based in the US and García, in Spain. So the difference seems to be due to schedule conflicts. Fun fact, Mario Moreno is Tom Holland's regular dub voice actor in Spain (among others). Meaning... Ramon is Spider-Man! lol
My opinion for each language English 9/10 (I love Leon's voice, Salazar's voice and acting is impeccable, I feel uncomfortable about ashley's dubbing, they recycled Jill's voice) Spanish 9/10 I liked the dubbing Japanese 100/10 although I think this language is weird with Oriental dubs, it was amazing, but I was waiting for Leon to make a speech in the jutsu lol French 10/10 It was very elegant 😂 German 9/10 and a little strange to hear more interpretation is impeccable Russia 8/10 Leon's voice Transformed into a voice of a 30 year old man, in the original language Leon has a voice transitioning from young to adult. Toshiyuki Morikawa is the japanse voice of Leon in every iteration. The same cannot be said for the western branch. They just don't want to pay their VAs what they're worth. Which is the reason they keep changing voices every other game.
