In other words, if I have a statistics done by the governmental institution as a report is it a primary or secondary data?

For the institution that is collecting the data, it's primary data and for anyone using previously collected data, it's secondary data. For example, government having a census is their primary data. On the other hand, you using their census for some research purpose of your own such as a report, it is secondary data for you.
