If you want the cost of using the canal lowered pray for rain. The problem is that the number of ships that can pass per day is limited because of drought. It takes water to operate the locks. It has been a real problem for Panama. They would like to pass more ships but can't. Meanwhile, the costs and salaries don't go down when in a drought. Bummer.

US returned the canal back to Panama. Panama has a FULL CONTROLL of the canal since December 31, 1999. US was just a renter, the landlord is Panama. This implies US has no legal right whatsoever regarding the canal. If Trump does not want to pay tolls, then go long routes instead. Trump is trying to play Putin's playbook.

What's it take to gain authority over something like the Panama canal? I don't know, maybe the military? There were provisions in the agreement when we sold it to Panama, it must remain for free trade and clear for united states military use, and subject to intervention if those provisions aren't followed.
