Lady Ochiba was right. Toranaga deceived many people, even villagers, in order to become Shogun. But his wish for an era without war came true. Edo is now Tokyo.

I think Omi was also the traitor, the line "Why tell a dying man the future" was the line that Yabushige said to Omi in episode one, he was talking about Toranaga as he expected him to die. Omi was passing on information to Toranaga from the beginning. That was the reason for the grin that Toranaga and Yabushige exchanged as Toranaga did his duty as Yabushige's second.

I always thought Omi was the traitor from the get go, so that when the fisherman was outted, it just felt wrong from a narrative standpoint. Makes sense if they both were.
