You need to adjust that centre screw in just right so when the board slots in the bracket those 3 spacers he nailed into the back of the board are all flush against the wall. The friction from the contact of those spacers and the wall and the centre screw against the bracket will then prevent the board from spinning accidentally.

how do you hang the board while preventing it to rotate when you pull out your darts?

I think it might be to prevent the dartboard from spinning
the board cant move upside down if you stick out the arrows
