They mean that the job is not automatically guaranteed. When you have your CPL and type rating, you must start to search for a job and apply for the available vacancies. When you apply for a job, the airline may invite you for a job interview, and after the interview they decide if they want to hire you. If you don't get the first job, you have to apply to other airlines.
And it is difficult to predict how long it takes to get a job because it depends on the market conditions and how many vacancies there are at that moment. Sometimes finding a job can take time.
