They are already empowered. I used to BJP voter and one of the main reason was that BJP and RSS will not support reservation and will work on growth, privatisation. But I was proven wrong by Modi ji in 2019. I saw my friends and media reporting of that time. Except very few, no-one has written anything against it. However, I was 100% sure that SC will reject this on basis of 50% limit added by them only. I was proven so wrong. Now, Rahul Gandhi (RJD-JDU first) supported the increase in reservation and I see media (who didn't speak against EWS reservation), now speaking about talent and meritocracy. My same friends are again against caste reservation. Now I just laugh at them. Note - I do walk the talk. So I have never taken reservation and yes I belong to OBC.

And talking about favourable cases, I can see who is quoting one exception which was challenged too. And check the recent one rejected by Patna HC. What they have quoted, even after crossing 50%.
Firstly, RSS actually supported the Mandal reservations movement. So, it is foolish to believe they would have opposed any reservations. EWS should not be seen as a separate reservation. It should be seen as creamy layer exclusion within general category. The fundamental problem, is lack of creamy layer exclusion in SC/ST. And there is utter lack of enterpreneurship among SC/ST and quite less among OBC, despite having so many schemes - Standup India, Mudra loans. But people still want to screw the country through govt jobs and reservations in them.

Recruitment started in 2018. This might be a genius way for the government to achieve a win-win. First see the reaction of public and allies; then move forward with whatever is suitable. Same happened with sc/st judgement recently.

Can you give some instances of the present governments expert recruit under lateral entry sir. All instances you are talking about are of past governments.

Shri Gupta cites some instances of lateral entry. One odd exception once in a while cannot be made into a rule. Civil service is a sound system. Answers need to be found within the system to meet the needs of specialised areas. Inservice training in specialised areas like finance , industry, electronics and so on , can be devised. A selection procees can be put in place within the system to find groups of officers with interest in specific areas and train them in an upgraded Administrative staff college or send them on study leave to acqire the needed knowledge and skills. Paradropping people into higher positions will demotivate the cadre which is buffeted by diverse political authority in a multiparty daemocratic system. Shri Gupta brings some indepth information and tries to make a point in vain in favour of lateral entry. The executive can always consult experts and discuss in the cabinet committee meetings whenever there is requirement to take decisons on matters of strategy. Some of our politicians are knowledgeble and have a good grasp of situation at the ground level. Lateral entry is not good for our country.

Power sector unbundling was smart move PM Bajpai brought thru passing the Electrcity Reform Act in 1998..I was advisor to several state Electricity Commissions to establish the r3gulatorybodies, Haryana, Gujerat, UP, WB etc. The top positions as Commissioners and Adm staff however, were given to current or retired bureaucrats and for large part they worked very well and established strong independent regulatory regimes in states..
Lateral entry is required, we need people with actual world experience in policy making. Else, administrators (irrespective of political party in power) keep making flawed policies sitting all their life in their ivory towers with no sense of on ground reality. This results in 1) policies doing more harm than good and 2) policy flip-flops. Just 1 recent example from the many. They mandated that MSMEs should be paid within 45 days by the bigger firms who are their client. In the bureaucrats mind filled with bookish knowledge they were doing this to help MSMEs with their cashflow problems. What actually happened? MSMEs started loosing clients because the clients couldn't pay them within 45 days, they told MSME's there are 2 options - either we stop doing business with you or you de-register yourself as MSME. Anyone with practical experience of MSME ecosystem could have foreseen this issue.

President Narayanan was also i think lateral entry. The concept is good but terms of service of government service do not allow government servants to quit easily and join the private sector . So entry at middle level may create problems as there are nany experts available at that level.lateral should also include lateral exit

I honestly don't blame the government as much on backtracking now frequently. What do you expect the government to do? Before 2024 polls, government and we as citizens were all gung-ho about reforms. PM Modi on multiple occasions stated a 100 day plan in his third term etc. So much was the confidence that BJP didn't announce any freebies in even in 2024 Interim Budget. Meanwhile opposition was relying on Khata-khat and Caste Reservations. People chose to vote for INDI Alliance instead of pro-reformist NDA. The results did much more damage than what many perceived it. If government stays adamant on reforms, they loose their votes and government overall, if they accept even 50% of bad ideas, it does a lot more damage although they live to fight another day. It was not just that BJP lost a majority of its own, it's the very fact that the opposition got rejuvenated that is now forcing government to backtrack even on good ideas. In any democracy, a rejuvenated opposition won't be a bad thing but unfortunately in our country the opposition itself is hell bent on implementing bad ideas. Typical case of "Jaisi Praja, waisa Raja".
In my view while there can be reservations in such appointments, there should be no relaxation of criteria on account of qualifications, age etc. Though reservations can be incorporated for defence personnel who meet the criteria.

Leader of the opposition, Rahul Gandhi, just dis-owned policies of his own family's past policies. leader of opposition opposes land reform, labor reform, farm reform and only wants "khata Khat" money transfer, old pension scheme which has ALREADY failed in Karnatak given that CM's own financial advisor said there is NO money left for development. All this, for getting power to his family. India is poor by choice by electing such leaders. This is also a lesson to Modi government that, they communication, strategy has been extremely poor. Now it's either improve or reduce to poor opposition in next election.

The Nehru government brought him in due to the fact that he had a strong recommendation from the eminent political scientist Harold Laski (of the London School of Economics). Of course, K. R. Narayanan ended up in politics and finally was President of India.
I feel a mountain has been made out of a mole hill in this case. Lateral entries in the government, in some specialist domain specific posts, and of course in small numbers, have been going on from earlier times. This is not a big deal. Yes, I do agree this mustn't be done to bring in some party sympathizers( current dispensation's credibility is dubious) through the back door. Some experts, if inducted through the lateral route to bolster research activities, or say some activities related to science, space , nuclear reactors or bringing in some economists of proven capabilities and so on, can always be resorted to. These inductees must be of impeccable and outstanding attainments in their respective fields. And yes, these inductees must not eat into cadre posts. Supernumerary posts may be created for them which would lapse after they finish assignments.
Why cant they train young IAS officers in these disciplines OR put them on deputation to work in these sectors to gain on-hand experience OR create new positions specifically in New emerging technologies ? Some of the brightest minds across disciplines and sectors become IAS , are they so challenged to understand and tackle these sectors ?

Lateral entry was good move for country. But Brahmins made the caste system (jati and Varna) with putting themselves on top in hierarchy (first mentioned in rigveda ; 1st Mandala). I work in organisation who deal directly with central ministry, I find Dy. Secy. and Director who knows nothing on the subject, and are just sitting ducks, they only draft letters.. therefore domain experts people from our organisation were taken as deputation posting to mend this office in mid and senior mid level.. I think you need lateral entry to fill this gap.. certainly it could be with reservation..
It was a good video, with some good and bad points. - The data on the past was good, may be more than required. - Reasons for this notification withdrawal were correct, except skillfully worded to give escape route to the government. - Including NAC of UPA in this narrative was incorrect.In that, it never reduced the vacancies and posts of the IAS. On the contrary, it advised the government on some of the issues which were game changer and helped the nation in better governance snd welfare of the poor. RTI, Food Security Bill, MGNREGA etc are some of its contribution to the well being of the nation. Remember how Modi in person mocked UPA on MGNREGA and how in reality it was a saviour during the COVID. So its wrong to mention NAC here. - The basic problem is the non consultative nature of this government and an agenda in every action it takes. I would support lateral entry only on condition that the person to be selected with other attributes required for the post has experience of working in villages of India for atleast 2 years by living there.

I was against OBC reservation and thaught after year 2005, atleast Yadav's don't belong to OBC. They are already empowered.
I used to BJP voter and one of the main reason was that BJP and RSS will not support reservation and will work on growth, privatisation.
But I was proven wrong by Modi ji in 2019. I saw my friends and media reporting of that time. Except very few, no-one has written anything against it.
However, I was 100% sure that SC will reject this on basis of 50% limit added by them only. I was proven so wrong.
Now, Rahul Gandhi (RJD-JDU first) supported the increase in reservation and I see media (who didn't speak against EWS reservation), now speaking about talent and meritocracy.

Firstly, RSS actually supported the Mandal reservations movement. So, it is foolish to believe they would have opposed any reservations.

This problem has an easy solution. Just make reservation apply to the total numbers including both lateral and UPSC admissions. This way, you can admit anyone through lateral entry such that the total number of officers maintain a certain ratio as per reservation laws

Recruitment started in 2018. This might be a genius way for the government to achieve a win-win. First see the reaction of public and allies; then move forward with whatever is suitable. Same happened with sc/st judgement recently.
What was the idea behind the lateral entry in Civil Service? If the so called reform was to bring in specialized expertise, the scale might not have been so large. Can you give some instances of the present governments expert recruit under lateral entry sir. All instances you are talking about are of past governments.

Shri Gupta cites some instances of lateral entry. One odd exception once in a while cannot be made into a rule. Civil service is a sound system. Answers need to be found within the system to meet the needs of specialised areas. Inservice training in specialised areas like finance , industry, electronics and so on , can be devised. A selection procees can be put in place within the system to find groups of officers with interest in specific areas and train them in an upgraded Administrative staff college or send them on study leave to acqire the needed knowledge and skills. Paradropping people into higher positions will demotivate the cadre which is buffeted by diverse political authority in a multiparty daemocratic system.
Shri Gupta brings some indepth information and tries to make a point in vain in favour of lateral entry. The executive can always consult experts and discuss in the cabinet committee meetings whenever there is requirement to take decisons on matters of strategy. Some of our politicians are knowledgeble and have a good grasp of situation at the ground level.

Power sector unbundling was smart move PM Bajpai brought thru passing the Electrcity Reform Act in 1998..I was advisor to several state Electricity Commissions to establish the r3gulatorybodies, Haryana, Gujerat, UP, WB etc. The top positions as Commissioners and Adm staff however, were given to current or retired bureaucrats and for large part they worked very well and established strong independent regulatory regimes in states..
BJP's decline is starting from upcoming Up election 10 seats.
Lateral entry is required, we need people with actual world experience in policy making. Else, administrators (irrespective of political party in power) keep making flawed policies sitting all their life in their ivory towers with no sense of on ground reality. This results in 1) policies doing more harm than good and 2) policy flip-flops.
Just 1 recent example from the many. They mandated that MSMEs should be paid within 45 days by the bigger firms who are their client. In the bureaucrats mind filled with bookish knowledge they were doing this to help MSMEs with their cashflow problems. What actually happened? MSMEs started loosing clients because the clients couldn't pay them within 45 days, they told MSME's there are 2 options - either we stop doing business with you or you de-register yourself as MSME. Anyone with practical experience of MSME ecosystem could have foreseen this issue.

I honestly don't blame the government as much on backtracking now frequently.
What do you expect the government to do?
Before 2024 polls, government and we as citizens were all gung-ho about reforms. PM Modi on multiple occasions stated a 100 day plan in his third term etc. So much was the confidence that BJP didn't announce any freebies in even in 2024 Interim Budget.
Meanwhile opposition was relying on Khata-khat and Caste Reservations.
People chose to vote for INDI Alliance instead of pro-reformist NDA.
The results did much more damage than what many perceived it.
If government stays adamant on reforms, they loose their votes and government overall, if they accept even 50% of bad ideas, it does a lot more damage although they live to fight another day.
It was not just that BJP lost a majority of its own, it's the very fact that the opposition got rejuvenated that is now forcing government to backtrack even on good ideas.
In any democracy, a rejuvenated opposition won't be a bad thing but unfortunately in our country the opposition itself is hell bent on implementing bad ideas.

In my view while there can be reservations in such appointments, there should be no relaxation of criteria on account of qualifications, age etc. Though reservations can be incorporated for defence personnel who meet the criteria.

It's a very contradictory when Gupta ji first says 'Politics is fair" and now that politics has upturned some of his favourite policy, he says I'm heart broken. How can it be both.
The number one example of lateral entry into government should be that of K. R. Narayanan. The Nehru government brought him in due to the fact that he had a strong recommendation from the eminent political scientist Harold Laski (of the London School of Economics). Of course, K. R. Narayanan ended up in politics and finally was President of India.
I feel a mountain has been made out of a mole hill in this case. Lateral entries in the government, in some specialist domain specific posts, and of course in small numbers, have been going on from earlier times. This is not a big deal. Yes, I do agree this mustn't be done to bring in some party sympathizers( current dispensation's credibility is dubious) through the back door. Some experts, if inducted through the lateral route to bolster research activities, or say some activities related to science, space , nuclear reactors or bringing in some economists of proven capabilities and so on, can always be resorted to. These inductees must be of impeccable and outstanding attainments in their respective fields.
And yes, these inductees must not eat into cadre posts. Supernumerary posts may be created for them which would lapse after they finish assignments.

Lateral entry was good move for country. But Brahmins made the caste system (jati and Varna) with putting themselves on top in hierarchy (first mentioned in rigveda ; 1st Mandala). Our country still paying for their evil Creation. Reservation and everything is all coz of jati and Varna. You need to read a bit more before making such a comment. Brahmins did not make caste system the Samaj did and it was वर्ण and not caste. In it's original form the वर्ण were not rigid and neither from birth. Every one was equal and could flow from one to another depending on one's capabilities and कर्म l Maharshi Valmiki being one of the most shining example. It's the political class that has adopted the divide and rule policy of the Britishers to their advantage. Every one talks of Baba Sahab but never talk of the fact that he too wanted the reservation to last only 10 years.

I work in organisation who deal directly with central ministry, I find Dy. Secy. and Director who knows nothing on the subject, and are just sitting ducks, they only draft letters.. therefore domain experts people from our organisation were taken as deputation posting to mend this office in mid and senior mid level.. I think you need lateral entry to fill this gap.. certainly it could be with reservation..
It was a good video, with some good and bad points.
- The data on the past was good, may be more than required.
- Reasons for this notification withdrawal were correct, except skillfully worded to give escape route to the government.
- Including NAC of UPA in this narrative was incorrect.In that, it never reduced the vacancies and posts of the IAS. On the contrary, it advised the government on some of the issues which were game changer and helped the nation in better governance snd welfare of the poor. RTI, Food Security Bill, MGNREGA etc are some of its contribution to the well being of the nation. Remember how Modi in person mocked UPA on MGNREGA and how in reality it was a saviour during the COVID. So its wrong to mention NAC here.
- The basic problem is the non consultative nature of this government and an agenda in every action it takes. The credibility of this government is low because all its actions are to undermine democratic values and parliamentary systems.
- RSS controlled actions by the government, especially in appointment of heads in independent organisations is not a hidden fact. Be it educational institutions, missions abroad or consultants. That's tge actual worry.
So it's good that opposition objected to it and the government had to roll back.

I would support lateral entry only on condition that the person to be selected with other attributes required for the post has experience of working in villages of India for atleast 2 years by living there.
