Why is the Philippines risking escalations in the Xianbin Jiao?

The Philippine Coast Guard had remained in waters adjacent to China’s Xianbin Jiao in the South China Sea for almost five months earlier this year. It had attempted to transfer personnel and supplies to a grounded ship. It’s similar to when Manila attempted to ground a military vessel at Ren’ai Jiao in 1999.
CGTN tried to speak with the Chief of Staff of the Armed Forces of the Philippines about issues in the South China Sea. Those questions were refused and left unanswered.
