    It's a block heater plug in for cold temperatures. Plug in an extension cord & leave it plugged in until time to start. It'll automatically turn on /off as needed to keep the engine partially warm to crank over easier.
    No need to rev car that high. Alternator max output is achieved by 1500-2000rpm..1200-1500 on the semi.. anything over is just limited by the voltage regulator inside & won't put out anymore. Those are cheap quality cables, they're not efficient & will take longer to recharge the truck batteries. Semis can require almost 1000 amps to turn over a big Diesel engine .... can be much higher in winter when cold & oil is thick. The car likely could have done it with better quality Pure copper cables.. or both sets like you had..( make sure you're hooking it up properly to multiple battery bank to keep it 12volts..( semis usually have 3 or 4 batteries connected together to deliver the high amperage needed. The car/ other semi isn't actually "jumping" it the way it does with a regular vehicle.. it's basically recharging the multiple batteries enough to turn on the grid heaters or glow plugs depending what type preheater it uses. ( Diesels don't have spark plugs & need to preheat before they'll ignite the fuel in cold temperatures. Don't leave the key on watching the voltmeter.. that wastes power needed to charge the bank. When you're ready to crank.. turn key on, you'll hear clicking & the gauges will power up.. most trucks have a "wait to start" orc heater element light.. the colder it is.. the longer it'll run.. usually 5-10 seconds... then try cranking.... if it's below 32°F.. it gets more complicated & you begin needing to think about the Diesel fuel starting to thicken & gel up. Gelled fuel can't pump.. no fuel, no start.

    It can take 2 hours or more if it's cold to charge 4 batteries. From a car battery.
