If it was a car on car accident (with no injuries), then the drivers are required to exchange licenses and registrations then they are free to leave. If someone is injured then the drivers must wait for the police.
Cyclists are not required to have a license and registration, so I doubt hit and run laws apply in the same way to them.

I hope you pulled up to the hit and run victim and offered your camera evidence. This is why cyclists are going to have to be licensed. Yes, they have to deal with the DMV just like motorists do. This being because there are so many cyclists who misbehave, and do not follow traffic rules. I have (almost) creamed a few who came out from behind vans/SUVs to run red lights and stop signs. It is not their right to do this. It also is not their right to hit and run. I say license a bicycle like a car. $100 annual license plus a test to make sure they know what they are doing. And of course, Insurance! They should be required to carry insurance. Yes, it is @ssholes like the guy in this video who are the cause of that.
