If it was a car on car accident (with no injuries), then the drivers are required to exchange licenses and registrations then they are free to leave. If someone is injured then the drivers must wait for the police. Cyclists are not required to have a license and registration, so I doubt hit and run laws apply in the same way to them.

There are no curbs to separate different flows of traffic, the lanes approaching are too wide which encourages higher speeds, the lights themselves are probably stupid as it's North america where everyone especially drivers runs reds as a result of that. It works different when it's a bike hitting car. The bike is not required to have insurance. The car's insurance would pay for the damage under the collision portion minus the deductible. The driver would have to sue the cyclist for any out of pocket expenses.
