This problem is because of inefficient rental law, tenants not abiding by the city law should get the fine and not the landlord and every rental contract should be approved by the city as the department is getting their share from it in term of revenue, so every contract must be approved by the city and then register at authority. Brampton is a total disaster. It is one of the worst places in Canada to live, work, or do anything. Most people I know avoid Brampton completely.
