Proxy wars work in denial, so officially the "Russian troops" were not there, so the americans can't kill soldiers that were not officially there. Same for the americans, they can simply deny they were there and that it was simply a terrorist attack. Both sides play dumb.

That would be more than enough evidence to provide direct involvement or America and America troops killing Russian troops leading to a war or ww3
