How would you respond to a professor who keeps changing his expectations time to time, change research directions every 3-4 months. How do you get this professor to agree and then follow the agreed content so I can finish what I have started.

That does sound difficult. I would start by ensuring that all your meets are documented. Send short follow-up emails after meetings to confirm what has been agreed, it also helps to have a research plan and then report each week on the progress you're making. You can explain that you need this to help 'keep yourself on track', and then send regular progress reports. If you already have these things and they aren't making a difference.... I would suggest raising this with them.

@@DementiaResearcher thank for your earlier reply. Despite having a written outline of research, my advisor changed the content, direction of research all of the time. Within the past 4 years I have been working on 3 research projects that are not part of my phd and yet completed 3 papers (which will be part of my phd) thanks to god. Yet in all of these works, the advisor first approved the outline of the research and when I submitted the work which was agreed in the outline and scope, my advisor changed everything. Basically asking me to rework on the topics with a new direction. I don't know whether they deliberately do this or its their style of working. As of now two papers have been accepted in the initial review and I am in the process of answering the reviewers comments., now the professor wants me to perform additional work despite there is no need for it. The reviewers haven't asked additional work, they want more explanation and more information of how the simulations were performed. I don't know why and how he is behaving this way. When I ask them what is the need of such changes, they end up saying that we would like to submit the manuscripts of highest quality.
