germany is one of the actually canonically confirmed countries to be in the empire, despite having the nation having literal royal prussian eagles on their lancer helmets because… the lore doesn’t really make that much sense. empire also gets german voicelines ingame. same with poland, its one of the few countries confirmed to be in the nation for some reason. my solution to this is making a german imperial government in exile in namibia be on the nation’s side, as seen in the nation video. i don’t think you can really do much more to try to be reasonable while abiding by the little officially stated lore there is, unfortunately!
