@@SourCrystall I’m going to assume you meant Chopper instead of Cutter. You need to kill people as Chopper to complete this specific quest. Killing people who are using Chopper does not complete the quest. You must use Chopper for the kill to count.

@@Leo-zj2vi I avoided ever betray quest as I didn’t know how to do them. My only answer would be to make sure your in a private server and the kill is registering.
@@KyleTheLaggyOne All you need to do is to kill a Military Man. I don’t known if the character you play as matters, but I know for sure that killing a Military Man as Patriot completes this specific quest.
@@KyleTheLaggyOne Are you sure you killed someone is using Military Man? My last little helpful bit is to make sure you’re not in a VIP server as quests cannot be completed in VIP servers. Other than those two things I can’t really help you.

@@ZZINHO1904 Only certain attacks can break fire hydrants. The one I found that worked was Patriots first move (smash down). There are probably others but this is the only move that I know works.
@@domino5305 First you have to find the fire hydrants. Fire hydrants only spawn in certain areas on the side of the road. The road surrounds the spawn area. The quest needs you to break a certain amount of them. Only certain moves can break fire hydrants. The move I used was Patriots first attack also known as smash down. This isn’t the only move that can break fire hydrants, but it is the one I know for sure works. Hope this helped.

Find the NPC on the corner of the park area. Accept his quests and complete them. Each quest gives you cookies. Upon getting 100 cookies you unlock a move for Chopper. This means you need 400 cookies for all of his moves currently.

He should be away to spot as there is a large orange outline and the word “Chopper” above him. Every time you complete a quest you earn a certain amount of cookies. When you get 100 cookies, you unlock one move for chopper and thus unlock the character. So in total you would need 400 cookies to unlock him fully.
