After miners were trapped in mines two shafts became the standard for a second means of escape. Why are not two staircases mandatory in high rise buildings and shouldn't sprinklers be required beyond the reach of standard fire appliances?
Better question why wasn't there a fire suppression system within the building? Something Mexico, the United States and Canada have all implemented for high rise buildings.
As I understand it the Construction standards and the SOP of the Fire Brigade were also a huge part of this disaster. Having only one feasible fire escape route and the shelter in place policy were the main reason the people died. Had the fire alarms in the building gone off (assuming they had a fire Alarm system which is standard and present in every building higher than 6 stories in the United States) the residents all had enough time to evacuate down the stairs if they had to(except some who were not physically able to). It is utterly rediculous that 1. a fire suppression system was not required to be installed into the building to begin with, and 2. They didn't have everyone in the building prepped to evacuate immediately when they heard the fire alarms. America doesn't do much better than the rest of the world, but even our obnoxious idiot asses leave the building when we hear a fire alarm.
Doubtful. All EU governments have two years to enact the national legislation necessary to transpose EU directives into the respective local law (from memory)

Was there a delay in the implementation of a European Directive as a UK Statutory Instrument pending the withdrawal from the EU?
