For everyone that doesn’t work for it you have to make your billing acess which means where you live but not your address like your states zip code name and street rode also your phone number you have to press the edit button and the country cannot be changed it automatically detects where you are.

Just goto apple’s customer care support and ask them to remove it if they ask for a reason tell them you want to change the region and they will remove the amount you have and you can change it then
