I don't know what the reason, but on my side I think the level matters, I applied for phd after I completed my masters degree in china,I got csc scholarship very easy, I think maybe because I had good GPA and for phD in my major there was no many applicants because we were only 4 phD students at my university in Zhejiang, so I encourage phD students to apply more for CSC scholarship.
