I think the range, damage, and fear effect of his 1st skill makes this hero op in laning stage.
Imagine securing a deny or last hit + harass in a long range set up. A po4, and 5. utility 2 possible idk if his skill scales well to make it a core.
Best at 4 or 5 with that 3rd range can multi stack easily.
Idk if his ulti pierces bkb, but i dont think its op. If not bkb piercing this dude just strong early.
