Minions didn't spawn as you already had their AI disabled. Essentially, when you use some (most) of those commands, you're setting server convars, which are only loaded on starting the game, and are temporarily overwritten when using the console.

i didn't see a video talking about how to do everything, setting up the map AND disabling minions, so i just compiled what i read on the internet
