You have specified here that the neck measurements (4.5 by 3 " ) is for sewing it the piping style, so what's the measurement for a style that is not piping, because I followed your previous tutorial , I sewed an Ankara, but the neck wasn't perfect, it was loose a little, should I have removed an inch?
yes if you are piping you remove a quater of an inch and if you are not piping you reduce by same or depending on what you want to sew inside for the neck turning

You’ll have to use the biggest between the chest and the Tommy measurement, but if it’s the hip you need to shape to fit
