Evey shopkeeper knows how much profit he is making. Businesses don't run without accounting. I agree with Shabbar Sahib. Tier 2 shopkeepers should be taxed on actual income. The government's right to buy a property at the declared price is also a great idea but the tax rate should be reasonable.
It's all too easy to criticize in hindsight. While Messrs. Miftah and Shabbar Zaidi certainly deserve scrutiny, pointing fingers after the fact is less helpful than finding solutions. The key question is: who is ultimately accountable for this financial mess? Good to see open discussion and clear responsibility to move forward.
Escrow accounts for real estate will increase liquidity for banks and lending to customers, ensure investors money as well.

Businesses have to arrange and spend for their security, electricity, water, infrastructure, medical, school etc. What facilities people will get in return if they pay tax.
