252 credits = Pass
249 credits = Fail
Either pass that particular difficult subject or choose an easier subject to pass.

You need to first confirm from your College about which subjects will have Credits Eligibility.
Then you can select that course in NPTEL.

No, their is no such rule in NPTEL.
You can Register for the course at any time.
I have done a course of STLD of 3 credits in nptel
But in my btech stld is of 4 credits . STLD is mandatory subject.Will my university (ggsipu) accept this credit .

If your an Employee, then their will not be any Specific use of Credits.

Sadly, if you won't get the NPTEL Certificate then you are not Eligible for Transfer of Credits.
