Truthfully the most significant factor when considering invading any country is the people in that live within the borders of said country . Are the people United ? The uniting factor ie Religion , tribal composition , literacy and or the history of that country . Religious beliefs are very significant as they are already amalgamated and solely require little diversion to their purpose. Tribal divisions are also important , how many tribes are there , geographic setup of those tribal lands . History of the country and it's road to independence, how long ago was the last conflict ? because that would give you a good idea of what they will do first because if it worked before it's most likely to be the first thing they try . Are the veterans of that conflict still alive ? how did they fight during that conflict ? history of civil issues between the locals , it's easier to fight a people who already have irreconcilable differences between them . we could go on for days but money or sheer number of soldiers isn't what wars are about because the soldier is merely a part of what it is to be identified as a people . The Mogadishu Landing is a great testament to check who you are fukking with before you get naked , otherwise you'll be left with nothing but your balls in your hands.

The report focussed on size, equipment and power of the country to resist invasion. You don't use nuclear bombs to ward off Invaders because they are in your territory and if you do that you are killing yourself too.
