Eden Media ...He's notorious for ditching her and getting so obsessed in his mind-holes she gets shut out completely. Without work and official cases to keep him occupied, and with all the guilt he always tends to carry on himself for everything...their life in exile might've eventually lead to a strained relationship, one where she was out of his focus (at least as far as *she* could tell). We could see signs of this in IWTB, where even though they were still close and she'd sleep over, it doesn't seem she actually *lived* in that house (she'd never allow that mess, plus she mentioned not always being able to reach him...and she worked in the city). In the movie and throughout the series, she's said she wants a "normal" life, not one spent chasing shadows (which is what he usually considers life). Then, as the conspiracy world warped into the mess we have now, Mulder's brain likely got a bit overloaded on the "crazy" scale (a bit of which we saw in this past episode) - and notice that Scully had little patience with his obsessing over a tape and ditching her (again). She's been through that, she's held on for that ride already. Now, she needs him to show he can be there, STAY there for her, and not be drawn off on some trail or other (not likely a younger woman, but she DID let that lady itch under her skin, and it is a pretty common concern for women as we get older - and a pretty common reality). She's seeking conformation, in words and in action - it definitely seems like she's the one that left, and Mulder's been upset about it, but while in 10 he was making smartass comments at her expense, this year he's more about her...listening to her, supporting her needs, and letting her tell him when 💙 BUT...is that only because they're back to working? Once they retire for good, will he go back to his dark corner and continue to blame himself for not "saving" the world? Or will he be willing to just let it go, "put it in a book" and actually live a life with her? And I spend way too much time and thinking on this show, but I have been for 24? 25? years now, so I might as well not stop (Mulder style!) 🤣
KD Brat - sums it up pretty well 😊 It seems to be - again 😕 - a "head over heart" Scully-kind-of thing that she somehow pushes him back for some reason. I guess it's self-defense, for all the reasons mentioned before. But there's this vulnerable part of Scully, too; in her middle ages, feeling getting old, knowing exactly that losing their jobs or retirement means their ways might separate on the professional term. So she asks him out in a rather female style: fishing for some compliments, reassuring that she's still attractive to him and giving in to her physical desire for him; that's surprising for Scully's character and a real improvement for their relationship. It's a more or less instinctive and casual way to deal with their attraction for each other (Mulder waiting on the threshold tells it 😉). They know each other SO well 😁
Because Chris Carter is a horrible writer who uses the same plot methods that were working in the 90's (and even then became tiring) in a 2016/2018 show. He never evolved with the show nor Mulder & Scully's relationship, hence why all of the worst new XF episodes are his.

If she dyed her hair red and then back to blonde for "The Fall" season three in UK, there may not be much hair left to work with.
