In this video, i go over a theory that this mysterious rain coat person is aunt kate, the late aunt of riley. Keep in mind this is just a theory and not canon.
Also i noticed some comments mentioning the character on closer inspection has darker skin tone, hence being Sam. Keep in mind, we don't know what Aunt Kate looks like, she could have darker skin tone as well. Also, this is just a character model rendered quickly with no collision mechanic even, meant to be seen from afar, therefore, this might not be the final render for this character and it could very likely change.
