It could be done outside of congress passing a constutional amendment by means of article 5 of the constitution through a constitional convention of the states. But, it would still need to be passed by the states like any other amendment.

I’m not a professional American Constitutional historian, but in my reading of our historical writings I do not think our founders wanted a government composed of permanent long term elected officials. I don’t think they were naive about the allure of political power to some individuals, but I am not sure they could have imagined that some politicians would become as power hungry as we witness today. I’m 67 and don’t realistically expect to see term limits enacted before I do.

Congress needs limits
The un-elected bureaucrats in the federal government need term limits. Apparently, these bureaucrats can’t even be fired.
There is nothing the executive or legislative branches can do to put term limits on Supreme Court justices. It requires an amendment. I am all for term limits though, especially for members of Congress.

I want SCOTUS term limits, but not in the way Joe Bite-Me wants it. I would shrink the court down to just five justices and have them serve staggered 20-year terms with appointments done during the mid-term cycle. 5 justices staggered over 4 years comes out to 20-year cycle.
