That could be achieved with better designed low cost ground based public transportation systems. If you get thousands of people in air, you get massive congestions in the air (who said you'd be the only one with such a "car"?) - that's not to mention the possibility of "car rains", considering how you need a constant full sphere situational awareness to be safe there. To move individual traffic from the ground and up into the skies is one of the stupidest ideas yet.
