This needs to be stressed more given the state of most Muslim countries today. There are numerous examples from the Quran, Sunnah, conduct of the Rashidun caliphs as well as Muslim scholars that shura in the political sense was the default position until it was hijacked by the Umayyads. None of the caliph's sons inherited the position (nor were they expected to) and Umar purposely excluded his own son Abdullah who served on the nominating Committee of Six only in an advisory capacity. Islamic law is clear about the fact that the leader is a representative of the people, governing on behalf of the people, for the people and enforcing their collective will bound by a contract (bay'ah) which could only be legitimate if based on shura plus equality before the law. The age of empire (Umayyads and Abbasids) as well as totalitarian power grabs are deviations .. History is not a testament against the Medina period .. Medina is a testament against (deviant) history. Simply put.
The only important thing in democracy, it is the voting of the people eventhough if it is prohibeted in Islam, so we can say that Islam and democracy both are special axis for managing governments.
Voting is not haram, it is what you vote for. The word haram means that there is a clear indication or indications from the text applied with general or specific understanding
