I may answer this, as Commission for Agriculture Costs and Prices has recommended MSP on 23 items, out of which Wheat and Paddy are the most procured crops. Now in FCI reports (I will give the link for it), you will find that a large chunk of Wheat and Paddy are procured from Punjab and a Huge chunk of Wheat from Haryana. you will find them at no 1& 2 places in FCI procurement. Now FCI procurement means that these items are purchased at MSP. Actually, govt itself procures disproportionately crop-wise and purchases wheat and paddy in very large quantities as compared to other products. Why? cos they want to feed the population by PDS and more importantly these crops can be stored easily and fulfill energy needs of poor and lower middle class. Well, usually it is possible because Punjab and Haryana are the biggest producers of such commodities, next is APMC model is highly successful due to the good infrastructure in these states at least better than other states. What happens in other states, Usually Rich farmers are able to use such an opportunity very well, the success of this model is such that the usual market rate of crops is much higher in Punjab as compared toBihar. Many times it is seen that traders from other state are selling in Punjab markets. Their whole economic model is based on MSP and APMC that's why they fear that the removal of MSP will lead to their systems collapse. We as a country has to come off this whole freebie culture, free diesel, free petrol,free housing,interest free loans- nothing is truly free in a country, money keeps moving,collecting interest, in investments etc.

Govt should declare its targeted purchases of food grains under Food Security Law -wheat, rice, dal etc. at the least 1 year before and announce schedule of quantity and quality of its purchases from different states and mandis along with the start and end dates. MSP is declared before the sowing starts. It should spread its procurement widely and not concentrate only on Punjab, Haryana and UP. It should not purchase food grains beyond minimum buffer stock requirements. This will remove undue benefits farmers from these 3 states are getting. But Central Govt should also remove all subsidies it gives and distribute the amount saved as DBT to all the farmers in the country along with a minimum income support to all farmers and landless workers. This will free farmers to decide what and when and how much to produce and will change the conditions for better.
MSP is not beneficial for farmer because what happens farmers go to mandi then they have given token means they need to come after atleast 15 days and also farmers need transportation and sometimes happens that they need money as soon as possible to give money to labours etc so they sell them at home at low price because they don't have money for transportation.
U r wrong this system is one of the best marketing system. In Punjab we are happy with it. We sell all our produce at MSP. THESE LAW will make farmers of Punjab and Haryana like farmers of other states.

Hence, Govt must ensure that Private Sector as well as APMC can't purchase corp from farmers below MSP. Made a healthy auction. Set a base price for a corp (that is MSP), then who have the power they will buy from farmers. Thus it will create a open competitive market for buyers and also a fair mechanism for poor farmers. But the glitch is here, Govt don't want to see it as auction with a Base Price as MSP, because the private player will be unhappy and Govt can't let them unhappy.

Yes, MSP is higher than market and that's why market player (APMC) are getting the profit instead of farmers. Considering the welfare of farmers, Govt fixed MSP on slight higher side, but Mandi players compelled farmers to sell their corp in lower price. You are talking about the profit and loss of buyer (Mandi or Private Player) but, I am talking about the price guarantee and profit of farmers, who produce their own corp. Why are you worried about BUYERs? Farmers will SELL their product as per their own wish, and from where they be more benefited. Why farmers will SELL their product in lower than MSP?
I am from a farming family from Odisha....and i can assure you that MSP is a "MYTH"...Whatever the MSP(paddy) amount maybe we get only around 1500rs...the persons getting benefit from it are the middlemen🙏

But these laws were already introduced in abroad and proved to be disastrous. These laws also states that no tax needed to be paid for private sector, clearly indicates that it should increase privatisation. If Privatisation is introduced farmers are prone to be fooled by corporate companies whose agenda is only profits. As we know the literacy rate of farmers is comparatively low, they will not be able to understand the company policy and conditions before signing any agreement. In order to protect our farmers I think government should be involved and help farmer’s through the process.
I can recall before 7 yrs ,The Sugar was being available on Govt Public distribution Shops ,at Subsidized rates ,Now It is not and we have to buy it from open market.It means that The Sugar producing states entered into private market and Govt did away MSP for sugarcane. For sugarcane industry there is "FRP". (Fair and remunerative price (FRP) is the minimum price at which rate sugarcane is to be purchased by sugar mills from farmers.The FRP is based on the recommendation of the Commission of Agricultural Costs & Prices (CACP)...similar to MSP)
Oh you stupid donut. It's available at the FRP and state determined prices. Cane farmers still get all their produce procured. Sugar is still available at fair price shops and is distributed through PDS under NFSA.

Apart from the lack of storage facility of FCI, Govt can't buy whole crop as the govt has to distribute it to Poor at a very lower rate(effectively free). And who pays the burden of this free distribution? Tax payers.
That's not entirely true. Because many of the stock go waste because the facilities are not up-to-date. Due to rain issue and humidity you'll find this crops are rotting in the warehouse of government. And even many time FCI food corporation of india sell this product to private buyer at much cheaper price and officers of FCI will fill up their pockets along with middleman and local politicians.
Sir, I am huge admirer of your teaching. Being a FCI quality cader, i wanted to inform some corrections: 1. There is no such 'safety net' decided by FCI during procurement of foodgrains. FCI purchases all the arrived stock in mandi from farmers through comission agents. And past two years, FCI strictly ensure every single payment of foodgrains to the concerned farmers by the bank statement of comission agents. This marketing season, FCI have developed mechanism of directly payment to the farmers which brings more transparency. 2. APMC in Punjab are plays main supporting role in procurement by FCI. He does not procure foodgrains from farmers. He only provide space and facilities for procurement. In Punjab and Haryana, APMC are well structured and well governed. Because of this, farmers easily sell their produce to the FCI without any problem (e.g. Unloading, cleaning, bagging and loading of foodgrains). But this system is not so developed in Uttar Pradesh. Thus, farmers faces many procedure and steps to sell their produce to the FCI. But not all the farmers of UP bears this lengthy process and most of them are not even aware of government purchases. So, they sell their produce to private players at very disappointed price. 3. FCI have no cap for procurement limit. But he repeatedly requested to Punjab government to set procurement limit. Because every year production of foodgrains increases which was ultimately resulted in increase fiscal deficit (e.g. Fiscal deficit increase due to reimbursement of FCI loan during current budget). 4. Yes, it is true that Punjab and Haryana are most benefited by MSP system. And most of the farmers who benefitted by MSP are big farmers. But state like Uttar Pradesh where percentage of small and marginal farmers are high, they can not awail this MSP system due to weak structure of APMCs. 4. Sir, i am not well aware of Farm laws. Yes, i believe that MSP may increase food subsidy. But indirect removal of MSP through Farm laws is not in the interest of farmers future. Government did not included MSP in farm laws. He only ensure guaranteed price which is governed by private trader and farmer. And we well aware the farmers were not afford negotiations with such big players. Government says, MSP is administrative matter not a legesative. In my opinion government must ensure MSP to the farmers in written form for safeguarding the interest of farmers. Sir, i am also supporter of Capitalism. But the India is a poor country. We are not developed as Europe and US. Yes we need capitalistic approach. But we also need government backing. So some socialist features must be remain in Indian economy. 🙏🙏🙏

Well explained. 👍 The reform looks good in paper, but opening up the market to private players doesn't guarantee and a smooth transaction. The issues of APMC price management can also pop up when big private corps step in. Similarly the misuse in contract farming can also be suppressive to the farmers. The farm laws arnt perfect, however they could have been sent a parliamentary standing committee before being passed hastily without in depth expert inputs.
To avoid misuse only the law was introduced. The law was not introducing contract farming. It is already there. The law provided guidelines to frame contracts in a way that farmer will benefit. For eg: private buyer cannot ealk away from the contract, but farmer can if someone else is paying a higher price.

Sir, I understood the point that the government can't procure all the food produce from all the farmers across the country but if govt makes a law by which procurement of agricultural produce below MSP by any private party would not be accepted then the storage issue can be sorted out. By doing it inflation will certainly happen but by this, the lowest strata of the economy will get benefit in terms of money. This will be the biggest tool for poverty alleviation. The ruling government should also consider this point.

We as a country has to come off this whole freebie culture, free diesel, free petrol,free housing,interest free loans- nothing is truly free in a country, money keeps moving,collecting interest, in investments etc.
To end the freebies, salary should increase. But the country like india where labour availablity is such a cheap factor..private sectors don't increase the salary instead they hire the labour who is ready to work at cheapest salary. So, in that case freebies means a lot for public.

Govt should declare its targeted purchases of food grains under Food Security Law -wheat, rice, dal etc. at the least 1 year before and announce schedule of quantity and quality of its purchases from different states and mandis along with the start and end dates. MSP is declared before the sowing starts. It should spread its procurement widely and not concentrate only on Punjab, Haryana and UP. It should not purchase food grains beyond minimum buffer stock requirements. This will remove undue benefits farmers from these 3 states are getting. But Central Govt should also remove all subsidies it gives and distribute the amount saved as DBT to all the farmers in the country along with a minimum income support to all farmers and landless workers. This will free farmers to decide what and when and how much to produce and will change the conditions for better.
exactly gov't should not use MSP as a reservation for Farmers of Punjab and Haryana only, all the farmers of the nation must have their share in it.
amendments in farm laws are necessary for which govt. has accepted.

MSP is not beneficial for farmer because what happens farmers go to mandi then they have given token means they need to come after atleast 15 days and also farmers need transportation and sometimes happens that they need money as soon as possible to give money to labours etc so they sell them at home at low price because they don't have money for transportation.

Hence, Govt must ensure that Private Sector as well as APMC can't purchase corp from farmers below MSP. Made a healthy auction. Set a base price for a corp (that is MSP), then who have the power they will buy from farmers. Thus it will create a open competitive market for buyers and also a fair mechanism for poor farmers.
But the glitch is here, Govt don't want to see it as auction with a Base Price as MSP, because the private player will be unhappy and Govt can't let them unhappy.

Yes, MSP is higher than market and that's why market player (APMC) are getting the profit instead of farmers. Considering the welfare of farmers, Govt fixed MSP on slight higher side, but Mandi players compelled farmers to sell their corp in lower price.
You are talking about the profit and loss of buyer (Mandi or Private Player) but, I am talking about the price guarantee and profit of farmers, who produce their own corp. Why are you worried about BUYERs? Farmers will SELL their product as per their own wish, and from where they be more benefited. Why farmers will SELL their product in lower than MSP?
I am from a farming family from Odisha....and i can assure you that MSP is a "MYTH"...Whatever the MSP(paddy) amount maybe we get only around 1500rs...the persons getting benefit from it are the middlemen🙏

But these laws were already introduced in abroad and proved to be disastrous. These laws also states that no tax needed to be paid for private sector, clearly indicates that it should increase privatisation. If Privatisation is introduced farmers are prone to be fooled by corporate companies whose agenda is only profits. As we know the literacy rate of farmers is comparatively low, they will not be able to understand the company policy and conditions before signing any agreement. In order to protect our farmers I think government should be involved and help farmer’s through the process.

I can recall before 7 yrs ,The Sugar was being available on Govt Public distribution Shops ,at Subsidized rates ,Now It is not and we have to buy it from open market.It means that The Sugar producing states entered into private market and Govt did away MSP for sugarcane.
My question is ,Are sugarcane grower farmers happy now ? was govt able to manage fiscal deficit by doing away with MSP for Sugarcane ?How a common man suffers because of This Step???
For sugarcane industry there is "FRP".
(Fair and remunerative price (FRP) is the minimum price at which rate sugarcane is to be purchased by sugar mills from farmers.The FRP is based on the recommendation of the Commission of Agricultural Costs & Prices (CACP)...similar to MSP)

Apart from the lack of storage facility of FCI, Govt can't buy whole crop as the govt has to distribute it to Poor at a very lower rate(effectively free). And who pays the burden of this free distribution? Tax payers.
That's not entirely true. Because many of the stock go waste because the facilities are not up-to-date. Due to rain issue and humidity you'll find this crops are rotting in the warehouse of government. And even many time FCI food corporation of india sell this product to private buyer at much cheaper price and officers of FCI will fill up their pockets along with middleman and local politicians.

I am huge admirer of your teaching. Being a FCI quality cader, i wanted to inform some corrections:
1. There is no such 'safety net' decided by FCI during procurement of foodgrains. FCI purchases all the arrived stock in mandi from farmers through comission agents. And past two years, FCI strictly ensure every single payment of foodgrains to the concerned farmers by the bank statement of comission agents. This marketing season, FCI have developed mechanism of directly payment to the farmers which brings more transparency.
2. APMC in Punjab are plays main supporting role in procurement by FCI. He does not procure foodgrains from farmers. He only provide space and facilities for procurement. In Punjab and Haryana, APMC are well structured and well governed. Because of this, farmers easily sell their produce to the FCI without any problem (e.g. Unloading, cleaning, bagging and loading of foodgrains). But this system is not so developed in Uttar Pradesh. Thus, farmers faces many procedure and steps to sell their produce to the FCI. But not all the farmers of UP bears this lengthy process and most of them are not even aware of government purchases. So, they sell their produce to private players at very disappointed price.
3. FCI have no cap for procurement limit. But he repeatedly requested to Punjab government to set procurement limit. Because every year production of foodgrains increases which was ultimately resulted in increase fiscal deficit (e.g. Fiscal deficit increase due to reimbursement of FCI loan during current budget).
4. Yes, it is true that Punjab and Haryana are most benefited by MSP system. And most of the farmers who benefitted by MSP are big farmers. But state like Uttar Pradesh where percentage of small and marginal farmers are high, they can not awail this MSP system due to weak structure of APMCs.
4. Sir, i am not well aware of Farm laws. Yes, i believe that MSP may increase food subsidy. But indirect removal of MSP through Farm laws is not in the interest of farmers future. Government did not included MSP in farm laws. He only ensure guaranteed price which is governed by private trader and farmer. And we well aware the farmers were not afford negotiations with such big players. Government says, MSP is administrative matter not a legesative. In my opinion government must ensure MSP to the farmers in written form for safeguarding the interest of farmers.
Sir, i am also supporter of Capitalism. But the India is a poor country. We are not developed as Europe and US. Yes we need capitalistic approach. But we also need government backing. So some socialist features must be remain in Indian economy.

Well explained. 👍 The reform looks good in paper, but opening up the market to private players doesn't guarantee and a smooth transaction. The issues of APMC price management can also pop up when big private corps step in. Similarly the misuse in contract farming can also be suppressive to the farmers. The farm laws arnt perfect, however they could have been sent a parliamentary standing committee before being passed hastily without in depth expert inputs.
To avoid misuse only the law was introduced.
The law was not introducing contract farming. It is already there.
The law provided guidelines to frame contracts in a way that farmer will benefit. For eg: private buyer cannot ealk away from the contract, but farmer can if someone else is paying a higher price.

Sir, I understood the point that the government can't procure all the food produce from all the farmers across the country but if govt makes a law by which procurement of agricultural produce below MSP by any private party would not be accepted then the storage issue can be sorted out. By doing it inflation will certainly happen but by this, the lowest strata of the economy will get benefit in terms of money. This will be the biggest tool for poverty alleviation. The ruling government should also consider this point.
Inflation will have chilling effects on poorer section.
