Special Appliances are not counted as pumps but also carry Firefighters, there are 2 x TL's = 4 FF's. FRU's bring 5 or 6 FF's each. Officers come in cars. Command vehicles, Fire Investigation, Drone Crew. They all count towards 100 FF's
