I'm sure someone has already said it, but the brown bit should be under the over tunic. Its intended to be a faux undertunic without having too much material.
The dots on his head represent how old he is along with his rank but the chain on his arm tells us and other battle brothers that he was in the death watch as a black shield
the brown part is supposed to fully go under the outer tunic. the ends of the brown strip cross over eachother.

it looks really cool, an obi is a general term used for a sash which you tie a japanese robe ie a kimono or yukata.
