Yes guan yin is not theev sam, not the buddhist, theev sam pray to guan yin, who is a higher vibrational diety in the celestial to ask for help, they embrace guan yin's energies to do work... so she is only a part of their practice & prayers. She is part of the celestial.

For India and China, we know she is a Boddhisatva. It's also interesting that Hmong people really enjoy Journey to the West, I think there might be a possibility Hmong know about Guan Yin from the story as she played a very important role for the 5 pilgrims. Hmong don't have documentations so it's hard to prove that.
