The dog would act differently if it was someone it didn't know, obviously the dog recognised the guy so wasn't aggressive it was confused and a bit scared of what was going on at first hence the seeking noises but after it realises it wasn't in danger and saw the other dog (his sister) in the car he became playful, if this was just a random person that the doh wasn't familiar with the dog would have barked and possibly even try to bite the people
