I am surprised you didn't highlight the Libyan chaos and lack of dam maintenance being due to the unwarranted incursion of the U.S. and European countries to overthrow Muammar Gaddafi.

Had he (Gaddafi) died a natural death, wouldn't the country have been in the same predicament? I am not pro any incursion, but you must recognize that leading a man to water is not the same as teaching a man to fish. Which is exactly how they ended up with this disaster.

My dear late father worked for Birlas constructing dams sixty five years back. Hope all those dams are still standing strong. Late Gaddafis wisdom washed away due to. Division and outside interference. Wish civilians learn to value their country instead of letting outsiders divide them.

This happened to 2 dams in my town in Michigan, USA in 2020 after record rainfall. The Edenville, and Sanford Dams. They were neglected and needed repairs and work too. No lives were lost but there was so much destruction. Entire neighborhoods, the downtown, and roads and bridges were destroyed.

I have been in a few of these meetings and the question is always, "who' is going to pay for it?"
There is reason to be concerned that if global warming related disasters start leading to payouts they will not be prevented. There will be less emphasis on preventative infrastructure. Pakistan is a prime example. Bangladesh by contrast has built up such infrastructure that works to flooding reduce deaths by up to 99%.
This dam collaps because of corruption inside Libya.
In Pakistan the problem is government (or lack thereof). They could have averted the recent disaster if they learned from 2014. They didn't

Thanks for the guest sharing valuable experience . The problem with the world they are not communicating and working together till disaster happens and earthquake. Like in lybia, turkey, Syria, Brazil, and other countries. It's about time stop investing in arms military and focus on humanity and better living conditions and infrastructure all over the world. Stop fighting among countries and wasting money in military. We need a worldwide organization of engineering working together to maintain all the dam as a priority vs. In spending in military killing each other. Get off of corruption and those who are not qualified to run government .
This so sad, basically a similar tragedy happened in Brazil not so long ago. We whould be taking lessons from such events and avoid more people from suffering.

I'm deeply saddened to hear that so many people in Derna have lost their lives due to military, political friction ,corruption and poor engineering /poor maintenance of the dams. I agree with Sarah and Edmonton that global warming is at arise throughout the World and for this we need to improve/modernise the infrastructures and flood defences to combat this catastrophic circumstances and protect and safeguard human lives their homes and infrastructures in whichever society/country/ region we belong to. Financing this project will prevent further decline of infrastructures and protect human lives from imminent danger.

There must be footage of the flooding. Has anyone seen any? I imagine that it was a surge of muddy water that was hard to escape.
Probably not much coverage...this happened early in the morning...lots of victims were asleep.

Kerala (south India) state is the next. And the death toll would be somewhere close to 3 million people. The 150 year old British made dam is in a dispute with the neighboring state and cannot be demolished as of now. People are scared.

so whether you have a functioning gov't or not, lesson is one should relocate if you're living in disaster prone areas or you're aware that things like dams are not properly maintained. And knowing the Fact that these disasters will only get worse, one should prepare in advance.
In a totalitarian state, where education is dictated, one only understands the need to survive. Not live and revolutionize. So who cares where I live, as long there is a roof over my head.

Gaddafi had 40 years to build political institutions, if he had built any political institution (judiciary, executive, legislature) but unfortunately he did not consider this important. therefore we have an ongoing conflict and lawlessness after NATO strikes killing the dictator. this is why the evacuation couldn't be made timely to mitigate impact of Derna disaster.
The failure of the global community and the EU in integrating North African coastal cities and supporting stability, rather than militant factions, is indeed a significant contributing factor to regional crises. Diplomatic efforts and international cooperation should be at the forefront of efforts to ensure the sustainable development of such regions.
Lastly, the absence of strong political institutions, as we've seen in Libya due to Gaddafi's rule, underscores the need for building effective governance structures. This is a crucial component of long-term stability and disaster mitigation.
In summary, the lesson from the Derna Dam disaster, in my opinion, is not about preserving dictators but about prioritizing a well-planned transition, local governance, international cooperation, and the development of robust political institutions to prevent future crises.

I am shocked by the panel which focused mainly on climate change and maintenance. My suspicion is insufficient spillway capacity which would have to be upgraded to take care of climate change. You should have invited someone with experience and operation of dams, in particular earth and rockfill dams.
