I think it's about the relation between the voltage and the amperage. The voltage "shocks" you, but what really modify your body electric signals is the amperage. That's the way how works a Teaser Gun. Lots of volts, maybe 200.000 volts, but a VERY SMALL amperage. (0,1uA)
it's an intermittent pulse of electricity, so if you jump when the system "turns on" then you are correct. if you just hang on to it and jump up and down randomly, you're getting shocked... and since there is no light on the fence (the system is usually kept inside due to moisture) i wouldn't suggest you do any of your own testing. :)

I think the volts and amps can be described using a projectile metaphor. The voltage is the velocity, while the amp is the mass of the projectile. In a taser, even with a high voltage, or speed of a projectile, a spitball won't hurt you, but switch a low amp spitball to a high amp bullet... well you get it.
