She's wrong. in any event, changing the EC system requires amending the Constitution. That would be almost impossible because many of the states needed to approve the change would be hurt by the change. The real problem is the winner-take-all policies followed by almost all states. that is not in the constitution anc can be changed,if only state politicos were willing to do so.
To change it would require a Constructional Congress and would require 3/4 of the states to ratify. Democrats do not have 3/4s of the states supporting them, they don't even have 1/2...
