Very nice machine! Love the twin engine. I just repaired the D20 from my grandfather after finding it. It is from roughly 1980 and almost looks like new. Wonderful childhood memories and I am glad I got it running again 🙋🏻♀️Anna
On my D20 (that I just repaired) it is just for show and does not regulate the steam valve (which I think was its original function to keep rpm steady). As far as I know that is the case with all wilesco steam engines. 🙋🏻♀️Anna

Thank you. Yes, I sold it. About once every year or two I run across one for sale that is new or like new condition.
Did the D32 ever come in a dry fuel version?

Does the fly-ball governor do anything, or is it just for show?

in case of the wilesco D32 the centrifugal governor generates the display on the tachometer
