Germany and the UK are not that different when it comes to the law. In Germany you can threaten another person to kill him or his family and the police can't do anything about it. The law stipulates that the police may only intervene when a crime is committed, i.e. better said, when the perpetrator kills the victim or has caused damage. There are cases where, for example, a woman is threatened for months or years and that ends up in court, but making a threat once means nothing and the police can't do anything about it. That's the reality here.
Uttering threats should be taken more seriously by law enforcement these days, especially when those threats are connected to a larger organization that is already in trouble. This dude needs a good couple years isolation of some sort, broken empathy receptors for sure.
