There was no "Select PHP Version" in my cpanel, however, I was able to click on "MultiPHP INI Editor" in my cpanel and was able to change the upload size there. I went back to wordpress, refreshed and it recognized the change and is currently uploading!

One simple solution is to go to cpanel and create a zip file and download. Then download the database. Once done then you can upload to other hosting and if you need to change URL then go to database and wp-options table
