how would i find the wet bulb and relative humidity if both the dew point and dry bulb are both negatives?

Same way. Just have to subtract the negative numbers. That will be the difference or the depression. Now you use the negative dry bulb (along the left vertical scale) and the difference (top horizontal scale). Where they intersect is your answer
