This makes me wish we could've seen Robbie use the Penance stare in Agents of Shield. It's one of the most emotionally damaging things to use on a villain. Making them suffer for all the wrong they've ever done, even if it was something minor.
Robbie didn't possess the stare in the books at the time so it wouldn't make sense for him to perform it in the show. He's performed it now though due to the avengers comics

So he totally could've used it.

Doesn't matter if the show was different, he shouldn't have been performing anything he hadn't used in the comics yet

If this movie and the sequel had more of Johnny actually speaking whilst in Ghost Rider form, I think the movies would have been a lot better. This scene is fantastic and exactly how Ghost Rider is.
Remember: The criminal did not actually die. After his eyes turn black, he slowly blinks. He's filled with so much guilt that instead of dying or continuing, he simply feels empty.

Funny enough, way back then people were kind of theorizing that every Marvel movie, Pre-MCU 2008, were all secretly in the same universe. Maguire's Spider-man Cage's Ghost Rider Jane's Punisher FF & FF'S Rise of the Silver Surfer Snipes' Blade Bana's Hulk Affleck's Daredevil The X-Men All set unknowingly established together in the same universe. Sorta of like an early proto iteration of the MCU. Would have been pretty cool.

It wouldn't work. The Penance Stare only works on people that believe they have sinned. For example, the Penance Stare wouldn't work on Deadpool because he genuinely believes everything he does is because he's doing good, whether for him or others. In Thanos' case, he genuinely believes he's doing the right thing, so he'll have nothing to repent.
Possible the greatest power of any anti hero or comic book character, the ability make others to feel mental and physical pain they caused others. Know that’s power.

I remember watching this as a kid and I fell absolutely in love with Johnny Blaze and Ghost Rider. I loved it so much that I wanted this kind of power. A part of me wishes that Nicholas Cage returned as Johnny Blaze in the MCU, because we already know it was Johnny who gave Robbie Reyes the power of the Ghost Rider. I would’ve also liked to have seen him team up with the Avengers or at some point the Avengers would fight him.

The penance stare in my opinon is one of the best use of judgement ghost rider can literally see all the wrong you did in your entire life and turn all your sins against you and basically burn you from the inside out based on your actions. The Penance Stare would work on almost every horror villain you could think of.. the state isn’t about making them relive their moments of committing the acts, it’s about inflicting them with the SAME pain they dealt out to the innocent.. so every little thing that Michael Myers, Jason Voorhees, Freddy Krueger, Chucky, Pennywise, Pinhead, Jigsaw, Leatherface, Ghostface, Creeper have ever inflicted on their victims.. would be inflicted onto them. Either way, Ghost Rider doesn’t need the Penance Stare to defeat mere child’s play.

It wouldn't work. The Penance Stare only works on people that believe they have sinned. For example, the Penance Stare wouldn't work on Deadpool because he genuinely believes everything he does is because he's doing good, whether for him or others. In Thanos' case, he genuinely believes he's doing the right thing, so he'll have nothing to repent.

I remember watching this as a kid and I fell absolutely in love with Johnny Blaze and Ghost Rider. I loved it so much that I wanted this kind of power. A part of me wishes that Nicholas Cage returned as Johnny Blaze in the MCU, because we already know it was Johnny who gave Robbie Reyes the power of the Ghost Rider. I would’ve also liked to have seen him team up with the Avengers or at some point the Avengers would fight him.
