    This should be done in all LGAs. Then provide free transportation vouchers for those going to training centers in each LGAs that transporters can cash at the Banks. The stipend of N20k is not enough if recipients have to pay for transport. Then make then sign in and out of the training centers with cameras to audit before they can be paid. After 6-12 months, help them set up businesses so they can stand on their own. If all states are doing this, we can move forward. We can also partner with businesses and reduce taxes as incentives.
