FOURTH TITLE Of the Responsibilities of Public Servants Article 108. The Congress of the Union and the State Legislatures, within the scope of their respective competences, they will issue the laws of responsibility of public servants and the other norms leading to penalize those who, having this character, incur responsibility, in accordance with the following precautions: I. The laws will determine the cases and circumstances in which criminal penalties must be imposed for cause of illicit enrichment to public servants who, during the time of their assignment, or for reasons thereof, by himself or by an intermediary, substantially increase his patrimony, acquire goods or conduct themselves as owners over them, whose lawful origin they could not justify. The criminal laws will penalize with the confiscation and with the deprivation of the property of said goods, in addition to the other corresponding penalties. Any citizen, under his strictest responsibility and by presenting elements of evidence, may file a complaint with the Chamber of Deputies of the Congress of the Union regarding the conduct referred to in this article. Article 110.
