If anyone was wondering why Saitama was placed at the bottom of Class C despite him absolutely destroying the world record in the physical exam was because they knew he was so strong and didn't want to end up having another Blast who has no restrictions because of his strength people feared how powerful he was and since he was Rank 1 in Class S they couldn't simply get rid of him but if they were in Class C and they were acting like Blast they would have been kicked out because they need to be active so they are basically forcing Saitama into labour with his strength against monsters and he would have to or else he would be kicked out of course he didn't know he was being used though but the association knew that Saitama would eventually reach a rank similar to Blast or even higher than Blast so they were just delaying that since they can't ignore his feats and contribution to the association so all they were doing was delaying him reaching Class S so he wouldn't be out not coming in as a hero all the time so the Hero Association was using their power to reach the best conclusion for themselves.

The real issue is because of the fraud incident in the previous hero exam. During the first hero admission the S-class heroes didn't go through the written exam, but because of the incident, the written exam is legalized as a strict measure to filter the rank of candidates. If Saitama join the Association in it's early foundational date, he'd go straight into the S-class
