    Can the top of the hat be replaced with a cone? I’m hoping to make a hat for a witch costume.

      Yes, you can replace the top with a cone. Just add some interfacing to make it firm .

    love your tutorial! Why did you use 3.5 inches as radius for top portion. Is that a universal measurement for everyone?

      It's 3.5 on the average for adults.

    Please did you fold the middle pattern into two before cutting to get the head circumference?

      It's the fabric you have to fold into two not the pattern. xx

      Hi, you sew along the edge of the brim panel to finish up. Hope this helps.
