Think about one thing befor the Harmony Family come to Panacony , panacony was a Gallactic Prison. i Think in Panacony is samething realy fishy and it is an trailer that show us not the real face of Panacony. i think there is more going on in Panacony that we thinking and sorry about my bad english hope you understand all. i trust this Celebration freedom happy place not at all.
Apparently this was produced by a french studio who has expertise in these kinds of animations. Some people have hinted they worked on this but are not allowed to talk about it by contract (unless HoYoverse wants them to). It's really, really well done, and deeply disturbing!

Fun fact: Penacony is very likely to be inspired by Las Vegas and Los Angeles because the title for Las Vegas is "Sin City" and Los Angeles is "City of Angels"
Knowing that Penacony itself used to be a penal colony (hence the name: Pena(l)Co(lo)ny) with convicts as their main population and as we can see from Robin and Mr. Sunday's design, they're very likely to be angels, who I theorize to be the descendants of some kind of "angelic wardens"of sorts

@@whinnaay right before the Xianzhou chapter, after we beat Cocolia, Himeko had a dialogue about Penacony being our next destination but then we got interrupted by Kafka
