I believe the speaker of parliament could have sanctioned Leacock by fining him . Not sure about the local rules . Not familiar with this British system. But normally also the MPs are given great latitude when debating. Contentious debates are one thing but the line is crossed by addressing the Hon.PM as boy . Leacock should have been fined and disqualified in my opinion.
